PLANO, TX—Board members of the Willow Creek Homeowners Association voted Monday to form a new committee. Its job is to find out why residents keep declining to serve on committees.

"We have 212 homes and nine committees, and one of them has members," said board president Carol Whitfield. "Something is wrong, and we intend to find out what by forming a tenth."

The new Committee on Committee Participation will meet the second Tuesday of every month at 7 p.m. in the clubhouse. That is the same time and room the board has set for every other committee since 2019.

So far one volunteer has signed up. He is retired engineer Phil Ostrander, who also sits on the Landscaping, Mailbox Uniformity, and Holiday Lights committees.

"I'm happy to do it," Ostrander said. "I'm already here on Tuesdays."

The committee's first job will be a survey of residents. Survey design has been handed to a subcommittee, which needs three members before it can meet.

At press time, the board had approved a $40 budget for refreshments to attract members. It then formed a committee to decide on the refreshments.
